LAP-AID is activated by the Linn County Emergency Management Agency (EMA) when a disaster strikes and help is needed. When activated, LAP-AID supports Emergency Support Function 6 - Mass Care, Housing and Human Services (ESF 6) but is not the sole entity supporting these operations.

LAP-AID’s goal is to improve emergency communications between the EMA and nonprofits, expedite response, improve management of volunteers, and provide resources for long-term recovery. LAP-AID works with agencies that do services. It does not provide services and is not mandatory for all nonprofits. Nonprofits join voluntarily to create the best supports they can during trying times.
