LAP-AID is a coalition of organizations seeking to build
a better-prepared and more resilient Linn County.

LAP-AID's VISION is to support community preparedness, response and recovery activities.

LAP-AID's MISSION is to provide collaborative leadership to strengthen area-wide ongoing disaster coordination in Linn County while advocating for those most in need.

LAP-AID is not a competing or exclusive agency but is intended to be a network of existing organizations that support disaster response in Linn County.  Members may represent faith-based, voluntary, nonprofit, community-based, government, local businesses, and public entities. 

This network of organizations maintains its own identities and independence yet works closely with other organizations to improve service and eliminate unnecessary duplication of effort.

HOW DOES LAP-AID ACTIVATE?
LAP-AID activates during emergencies when the Linn County Emergency Management Agency (EMA) triggers its response. The EMA is responsible for coordinating disaster response efforts. LAP-AID, comprised of various organizations and community partners, is prepared for activation through training and participation in response drills. Members of LAP-AID also engage in quarterly meetings and workgroups focused on preparedness.


FOUR PHASES OF DISASTER

1. MITIGATION:
Prevent hazards from developing into disasters  or reduce disaster effects

2. PREPAREDNESS:  
Change behavior to limit a disaster’s impact

3. RESPONSE:  
Mobilize necessary emergency services and first responders

4. RECOVERY:
Restore the affected area to its previous state
